STATEMENT FROM PRIME MINISTERIAL SUB-COMMITTEE ON CRICKET MEETING CHAIRED BY PRIME MINISTER W. BALDWIN SPENCER

PORT-OF-SPAIN, Trinidad and Tobago – September 13, 2011……Prime Minister the Hon. W. Baldwin Spencer on Monday chaired a meeting of the Prime Ministerial Sub-Committee on Cricket to address issues affecting the West Indies Cricket Team.

The Seventeenth Meeting of the Prime Ministerial Sub-Committee on Cricket (PMSC) was held on Monday 12 September at the Ministry  of  Foreign Affairs of Trinidad and Tobago, under the Chairmanship of the Hon. Baldwin Spencer, Prime Minister of Antigua and Barbuda.  The meeting was attended by Senator the Hon. Maxine McClean, Minister of Foreign Affairs and Foreign Trade of Barbados, Dr. the Hon. Frank Anthony, Minister of Culture, Youth and Sport of Guyana,  the Hon. Bruce Golding, Prime Minister of Jamaica, and the Hon. Kamla Persad-Bissesar, Prime Minister of  Trinidad and Tobago. 
 
The Meeting discussed the current state of cricket in the Region and in particular the status of the relations between the West Indies Cricket Board (WICB) and the West Indies Players’ Association (WIPA).  In examining the issues related to governance of cricket and the West Indies Cricket Team in particular, the Prime Ministerial Sub-Committee reiterated that West Indies cricket belongs to the people of the Region, to whom the stewardship of the game must be accountable.
 
The Sub-Committee put forward the following options for returning the game of cricket in the Region to a more glorious and even keel:
 
- Resumption of the Arbitration proceedings between WICB and WIPA, subject to their agreement on the terms and conditions thereof , on the two outstanding issues  - the status of the India Tour 2009 and the intellectual property issues relating to the ownership of West Indies players’ team rights;
 
- Review of the recommendations of the Final Report of the Committee on Governance of West Indies Cricket of 2007 (“the Patterson Report”) to determine the extent to which their  applicability would impact positively on West Indies Cricket;
 
- Carry out an assessment of the prevailing arrangements for governance of West Indies Cricket to determine whether the best interests of cricket in the Region and of its people are being served;
 
-  Engage both WICB and WIPA in dialogue to ascertain their respective positions regarding the charting of a collective course forward, which would not only improve the arrangements for governance of West Indies Cricket but also the performance of our players on the field.
