LOOKING AHEAD: WHAT’S NEXT FOR CARIBBEAN CITIZENSHIP
Wednesday 7th January 2026

Caribbean Citizenship by Investment programs have always attracted scrutiny and that scrutiny is only intensifying Pressure from the US and Europe will continue and governments across the region will be required to keep evolving their frameworks to demonstrate credibility substance and long term value

Thats not a threat to these programmes Its what will ultimately protect them

From the outset Ive been a strong advocate for a more robust residency component within citizenship by investment Not as a barrier but as a safeguard When people are required to spend meaningful time in the country before during or after becoming citizens it creates real ties and real commitment It also makes it far harder to dismiss these programs as simple passport schemes

Citizenship anchored in presence is fundamentally different from citizenship as a transaction

Were already seeing this shift take shape Antigua and Barbuda has long led the region with its physical presence requirement and over time I expect programs to move increasingly toward a residency to citizenship model This reflects how people actually live today and importantly what many applicants want anyway

This evolution is also expected to continue this year with further adjustments to residency requirements under active discussion While the direction of travel is clear those who apply under the current framework are likely to benefit from greater certainty and flexibility than those who wait until new thresholds come into force

There is also encouraging progress on the travel document front Antigua and Barbuda already issues ICAO compliant biometric passports and ongoing discussions with the United States particularly around enhanced biometric data standards and identity verification reflect deeper cooperation on security and global mobility The US in particular places strong emphasis on biometric alignment and these discussions demonstrate that Antigua and Barbuda is proactively meeting evolving international expectations Far from being restrictive this alignment strengthens the credibility resilience and long term acceptance of Antiguan citizenship and travel documents

Remote work is now mainstream Families and entrepreneurs are more mobile than ever Increasingly people are choosing where to live based on lifestyle safety values and long term opportunity not just birthplace

This brings me to another trend we see daily the growing appeal of moving away from traditional safe haven countries like the UK Canada and the United States

I say this with personal perspective I grew up in the UK and France and for many years assumed I would eventually return But in todays political economic and social climate that assumption feels less compelling Rising taxes regulatory complexity and pressure on both personal life and business are causing many people to reassess where they want to be based

For many of our clients and for me and my family personally Antigua offers a compelling alternative stability quality of life access to global markets and a healthier balance between work and life

Thats not to say Antigua doesnt have challenges Infrastructure investment still has a way to go from roads to healthcare to digital systems But the direction of travel is very evidently positive Investment here continues to grow at pace standards are rising and there is growing recognition of whats needed to support long term growth

Residency led citizenship can play a powerful role in that evolution When new citizens live here build businesses here and actively contribute to the local economy the benefits extend well beyond application fees They help create momentum strengthen institutions and build a more resilient future

Citizenship works best when its rooted in real presence when people live build and contribute in the countries they choose to call home

For entrepreneurs and internationally mobile business owners citizenship and residency decisions today are about far more than travel freedom Theyre about where you can operate efficiently protect your capital and build a life that supports long term growth

At Citizens International we help clients think beyond the application itself aligning citizenship residency and investment planning with how modern cross border businesses actually function

If youre considering establishing a base in the Caribbean we invite you to speak with our team for a confidential strategic conversation

Increasingly the Caribbean isnt a backup plan. For many its the plan
